AgriRisk Administrative Capacity Building Initiative

Overview

AgriRisk is designed to help organizations develop or implement agriculture risk management tools through time limited support and technical assistance through Growing Forward 2.

AgriRisk is comprised of two distinct initiatives to support these activities:

  • AgriRisk Research and Development
  • AgriRisk Administrative Capacity Building Initiative.

The AgriRisk Research and Development is funded and administered by Agriculture and Agri-Food Canada to support projects related to the development of agriculture risk management tools or strategies. The AgriRisk Administrative Capacity Building Initiative supports the implementation of agricultural risk management tools or strategies that have already been developed by providing financial assistance for start-up costs and activities.

AgriRisk Administrative Capacity Building Initiative cost-shared 60/40 with the federal and provincial governments and administered by the Ministry of Agriculture, Food and Rural Affairs.

AgriRisk Administrative Capacity Building Initiative Eligibility Requirements

At a minimum:

  • Be a not for profit corporation;
  • Enter into a transfer payment agreement with Ontario setting out the terms and conditions under which a recipient will receive funding and be bound by the rules, terms and conditions of the AgriRisk Administrative Capacity Building Initiative;
  • Disclose all other sources of funding for the implementation of the agriculture risk management tool before any funding is provided; and
  • Meet the deadlines set out in the Initiative Guidelines

Eligible Costs and Activities

This initiative will fund eligible costs for activities to implement an agriculture risk management tool under the AgriRisk Administrative Capacity Building Initiative. Eligible activities include but are not limited to:

  • conducting consultations with prospective users;
  • developing documentation to meet licensing, certification or other requirements;
  • developing and delivering training to industry;
  • developing an entity organizational structure to govern and deliver the agriculture risk management tool;
  • creating delivery processes;
  • engaging human resource recruitment requirements to lead the personnel selection process;
  • securing actuarial certifications;
  • securing delivery infrastructure such as office space and information technology systems;
  • developing a business case to secure a delivery agent;
  • developing communications products and advertising; and
  • creating a reserve fund for indemnity-based tools.

Application Deadlines

Project proposals submitted after September 30, 2017 may not be considered for funding under this initiative.

Funding

With the exception of payments to create a capital reserve for indemnity-based programming, the maximum payment per recipient shall not exceed $5,000,000 dollars per government fiscal year (the twelve month period starting April 1 and ending March 31 the following year).

Funding is limited to eligible costs that are incurred within the first (5) years a project proposal is approved or when this initiative terminates on March 31, 2018, which ever date is earlier.

The maximum payment to a recipient to create a capital reserve for indemnity-based programming is up to $1,250,000 per agriculture risk management tool under this initiative.

Submitting a proposal does not create any legal or other right to receive a payment under this initiative.

How to Apply

  1. Develop a proposal following containing the information requirements described in the initiative guidelines.
  2. Submit the proposal to the Ministry of Agriculture, Food and Rural Affairs.
